Mercury has worked with at least one and as many as five different agencies in 33 states in the US. In Canada, we have worked with the provinces of New Brunswick, Ontario, and Saskatchewan; crown corporations in Alberta and British Columbia; and the Yukon Territory.

Since 2002, Mercury’s consultants have conducted nearly 50 Vehicle Allocation Methodology (VAM) Studies, drafted Fleet Management Plans, and provided other important fleet consulting services for many Federal agencies. We provide ongoing fleet Management support as well as SME services for general fleet management, Fleet Management Information System (FMIS) projects and Federal Automotive Statistical Tool (FAST) data quality analysis for supporting fleet decisions.

As evidence of our Federal fleet management expertise, Mercury consultants were selected to develop, update, and deliver an accredited, multi-tiered Federal Fleet Certification program on behalf of the National Property Management Association (NPMA). It is the only Federal fleet manager training and certification program of its kind.

Mercury has conducted projects for more than 100 federal, state, provincial, and local government public safety agencies in the US and Canada. These include corrections departments; urban and wildlands fire departments; emergency medical services agencies; police departments; and sheriff’s departments/offices. One of the more common requests we receive from these agencies is for determining optimal replacement cycles for police patrol vehicles and various types of fire apparatus. We also have written widely circulated reports on the costs and benefits of police department assigned vehicle and take-home vehicle programs. In addition, Mercury has worked with almost two-thirds of the law enforcement components of the US Department of Homeland Security and other federal government executive branch departments.

It has been Mercury’s experience that many utility companies, as regulated monopolies, are not motivated to optimize fleet costs to the same degree as most other public and private-sector fleet owners with which we work. Rather, they tend to focus on maximizing fleet performance – asset suitability, availability, reliability, safety, etc. – in recognition of the fact that these tools are used to maintain critical infrastructure whose costs frequently run into the billions of dollars. That said, the utility industry is grappling with the same broad challenges confronting most other fleet-dependent industries – the growing complexity of automotive technology, mechanic shortages and skills erosion, and the demand for data-driven fleet management practices – leading to a substantial increase in demand for independent fleet management advisory services in recent years.
